On December 6, 2023, the Minnesota Public Facilities Authority (PFA) approved its 2024 Intended Use Plans (IUPs) for the Clean Water Revolving Fund (CWRF) and Drinking Water Revolving Fund (DWRF).The IUPs identify the projects and activities the PFA intends to fund from the CWRF and DWRF in state fiscal year 2024 (July 1, 2023, to June 30, 2024), including the use of federal funds from Year 1 and 2 of the Infrastructure Investment and Jobs Act (IIJA).
The final 2024 Clean Water IUP and 2024 Drinking Water IUP are available on the PFA webpage at www.mn.gov/deed/pfa under “Infrastructure Funds and Programs” and then either “Clean Water Revolving Fund” or “Drinking Water Revolving Fund.”
Loan applications are due to the PFA and plans and specifications to the MPCA and/or MDH within 6months of the approval date of the IUP, which is June 6, 2024. Projects that want to be ready for construction as soon as possible when funds are available are encouraged to submit a loan application to PFA and plans and specifications by March 2024 to give MPCA and MDH adequate review time to allow project certification by the end of FY 2024.
If you have any questions about the CWRF or DWRF, please contact the appropriate loan officer (See Regional Contacts (https://mn.gov/deed/pfa/contact/) for loan officer information). Questions about the environmental and technical review process should be directed to the assigned review engineer at the appropriate agency, or Bill Dunn at the MPCA (651-757-2324, bill.dunn@state.mn.us ) or Todd Johnson at the MDH (218-308-2110, todd.johnson@state.mn.us).
