Help the Census Bureau Accurately Count Your Community

The U.S. Census Bureau requests help from tribal, state and local governments in the 2020 Census Local Update of Census Addresses program. This program is the only opportunity for governments to verify residential addresses, ensuring a complete and accurate 2020 Census.

The Census Bureau mailed advance notifications about participating in the program to tribal, state and local governments in January 2017. If you did not receive the notification, you may find information about the program on the LUCA website at www.census.gov/geo/partnerships/luca.html.
Invitation letters will be mailed in July 2017 and the final participation materials will be mailed in February 2018. Governments can take the following steps now to prepare:

  • Participate in the 2017 Boundary and Annexation Survey, which is the annual update for the legal boundaries and names of all governmental units.
  • Start preparing your address list — make sure your list identifies multiunit structures and distinguishes between residential and nonresidential addresses.
  • Identify local address sources, such as building permits, local utility records, annexation records and other files.
  • Attend one of our workshops to learn about the program.

Participation in the Local Update of Census Addresses program can help ensure a complete and accurate 2020 Census in your community.

MN Noxious Weed List Updated for 2017

Please see the PDF below with the new noxious weed list signed into effect by the MDA this week.

There were 12 new species added per NWAC recommendations – one Prohibited Eradicate; one Prohibited Control, nine Restricted and one Specially Regulated.  The attached commissioner’s order shows which species were added and to what category.

The MDA Noxious and Invasive Weed Program Website will be updated with the newly added species over the next couple of weeks.

State of Minnesota awards $34 million in 2016 Broadband Development Grants and leverages $40 million in private matching dollars!

Townships from around the state are included in the projects that will bring broadband access to 16,627 households, 2,240 businesses, and 71 community institutions. This is a win for rural Minnesota brought about by local community partners, internet service providers, legislators, the Governor, and the Office of Broadband Development.

MNDOT Issues advice on ET-Plus Guard Rails

-Due to litigation and safety concerns raised at the federal level, MNDOT is recommending that after October 27, 2014 no road authority accept the ET-Plus guardrail system. If your town is soliciting sealed bids, the bid specs should include a requirement that any system be acceptable under State and Federal guidelines so that if the ET system is bid, it could be rejected as non-responsive until the Federal and State advisory is lifted” Any system can always be rejected under the use of Quotes or direct solicitation with a vendor.

Trinity Highway Products

ET-Plus Guardrail End Treatment

As you may know, the Federal Highway administration has directed Trinity Highway Products to retest the ET-Plus System due to recent litigation that brought to light some safety concerns.

Late last week, Trinity Highway Products decided to stop shipment of the system until the requested testing is completed.

Due to these events, MnDOT has developed the following guidance:

Maintenance

Repairs to an installed ET-Plus System can be done, provided that the system is only moderately to lightly damaged.

If the damage is severe, then the end treatment system will need to be replaced with an acceptable alternative.

Construction

New ET-Plus Systems, an installation may be continued if the material is currently on hand, provided that the letting was prior to October 27, 2014.

Acceptable alternatives may be substituted for like pay items (see the Approved Product link below).

Trinity will be doing additional crash testing this fall. So if an installation is not scheduled until the next construction season, it is possible that the ET-Plus system can still be installed. Additional information on the testing timeline is expected next week.

Design

The design choices of Tangent or Flared End Terminals are still available, however the ET-Plus information plan sheet and special provision options are not allowed.

Acceptable alternatives are listed on the Approve Products Page (see below). Additional design detail sheets will be made available on the ihub page for internal MnDOT downloads.

Acceptable alternatives can vary by district. The most common alternative is the SKT end terminal. However any chosen alternative must be from the MnDOT Approved Products list: http://www.dot.state.mn.us/products/roadsafety/endtreatments.html

City, County and Townships are encouraged to adopt the above or similar guidance.
